The Former President's Progressive Alarm Misses The Continent's True Danger: Technological Stagnation.

Donald Trump's security policy document presents a flawed assessment of Europe. The document asserts that open-border policies and what it terms "woke" policies pose an grave threat to the continent's identity. Yet, this argument rests on a fundamental misreading of the situation. The actual challenge confronting the EU is not cultural but economic and technological lag.

The Stark Economic Gap Between the US and Europe

Statistics paint a sobering picture. Between 2008 and 2023, American economic output grew by 87%, while a paltry 13.5% increase for the European Union. Over this time, EU GDP per capita fell from over three-quarters to just half of the American figure. Remarkably, even Mississippi now has a greater average income than major European economies like Italy and France.

Today, about 50% of the global 50 largest technology firms are US-based, while a mere four are from Europe.

The Innovation Shortfall: The Core Problem

This widening economic gap is driven by stronger productivity growth in the US, fueled by technological innovation and better use of resources. The scene of global tech leadership is overwhelmingly US-centric. Over the past fifty years, hundreds of American startups have scaled into companies valued at more than ten billion dollars, compared with only fourteen in the European continent.

This disparity prompts a pressing question: In the race for future industries like AI, semiconductors, and quantum computing, where does Europe positioned? Most analysts concede it is essentially a contest between two involving the United States and China, with European nations entering at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

Several major reasons account for this technological divide.

  • Venture Capital: The US boasts a far deeper and agile system for funding startups. The EU still lacks a true unified investment market, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hinder Europe. A American entrepreneur can introduce a service under a single set of laws to access a market of hundreds of millions. The European Union, despite a bigger population size, is split among 27 different national systems, creating significant market obstacles.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was once met with stigma, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has eroded its capacity for breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these challenges, one can find reasons for optimism. Policymakers are increasingly aware of the existential challenge and have begun to propose substantial change. Notable reports on EU competitiveness and the single market point to the necessity of major reforms.

With the right policies and regulatory reforms, these assets might enable far greater degrees of commercial innovation.

The continent retains significant advantages: high-quality workforce, excellent schools and universities, and premier research institutions. Alongside a large internal market and substantial household savings, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in developing next-generation tech, it can still significantly increase productivity by adopting and adapting innovations from other regions.

A Critical Juncture

The European Union now stands at a critical moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, Europe's slide in innovation has been steady. However, if it fails to take decisive action to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of world influence.
